Blended Vocational Training in BLK in Indonesia: Curriculum standardization, Instructors’ competencies, and Implementation of training programmes

Background
The Ministry of Manpower and the ILO Jakarta Office – through INSIGHT II project funded by the Government of Japan and UNIQLO project funded by Fast Retailing, Co., Ltd. – collaborate in the development of blended vocational skills training in BLKs for the almost three years now.
INSIGHT II project and UNIQLO project of ILO Jakarta Office aim to support responsive skills development policy and system, strengthen collaboration between industry and technical and vocational education and training (TVET) institutions, promote and pilot digital skills training and distance learning, and generate synergies between skills development and other labour market policies.
For the digital skills training and distance learning, the projects have completed the development of two blended training courses on two digital skills, namely motion graphic and computer network, for the Ministry of Manpower (MoM) in mid-2021. Throughout the development, the projects worked extensively with industry, subject matter experts and BLK instructors of the subjects. These courses, which also include soft skills and entrepreneurship skills to further improve trainees’ employability, are now available on MoM’s e-training platform.
To strengthen the human resources implementing the blended training, the projects have conducted Training of Trainers for instructors of the abovementioned digital skills training courses and a training on ‘how to design and deliver distance learning’ for 99 BLK instructors from across Indonesia.
Following that, BBPVP Bekasi piloted the two digital skills training courses for one class each, with additional support from the projects in the form of online lecture classes from Binus University and ADOBE Creative Cloud programme subscription specifically for trainees of motion graphic course. These training courses have been completed by end of 2021 and the projects carried out a tracer study to the graduates in May 2022 to identify and understand their employment status following the training. In addition, the projects work together with AINAKI (Indonesia Association of Animation Industry) to provide three-months apprenticeship opportunities to graduates of motion graphic course.
Furthermore, the projects in collaboration with the Ministry of Manpower conducted a feasibility study on digitalization of BLK which was finalized in May 2022. The study examined policy options, technical capacity requirements, necessary regulations for quality assurance and investment needs in order to promote blended learning through the network of BLKs. The study recommendations will support digitalization of BLK training courses on three aspects: an online learning platform, operationalization of the online learning, and production of online learning materials.
After more than three years of collaboration in the development of blended vocational skills training, the Ministry of Manpower and ILO plans to organize a workshop, titled "Blended Vocational Training in BLK in Indonesia: Curriculum standardization, Instructors’ competencies, and Implementation of training programmes."
Objectives
to present university and industry’s involvement on blended training development and apprenticeship,
to present findings of the tracer study on graduates of blended training on motion graphic and computer network’
to present recommendations of the feasibility study on e-BLK,
and to discuss ways forward for Ministry of Manpower’s and BLKs’ blended training development.
