Apprenticeship Programme for All – How to hold Inclusive Apprenticeship Programme

To build understanding on inclusive working place for apprenticeship programme and to seek opportunities for industries to hold inclusive apprenticeship programme.

Background

The ASEAN region, including Indonesia has experienced in economic growth and contributed to the world’s economic growth in the past decade. Despite its economic growth potential, however the country is facing critical challenges with inequality and skills gaps and mismatches to address poverty and unemployment, particularly among young people.

To address the issues and in line with the Indonesian priorities for human capital development, ILO through various donor funded projects and with its own resources, support the ILO’s constituents of government and social partners on skills development. This includes providing technical assistance in the area of skills development coordination at the sectoral level, promoting quality apprenticeship, digital skills and distance learning. In addition, providing support to job seekers and women’s access to vocational training.

In regard the apprenticeship, Government of Indonesia enacted Presidential Instruction on revitalization of Vocational Education and Training to improve the competitiveness and quality of workforce in 2016. Further to the instruction, five ministers of Industry, Education and Culture, Research, Technology and Higher Education, Manpower, and State-owned Enterprises signed the Memorandum of Understanding (MoU) on 29 November 2016. The MoU outlined a commitment for better aligning between competency-based vocational education and training and industrial skills demand.

Following up the MOU, the Ministry of Manpower issued a regulation on Apprenticeship (Ministry of Manpower Regulation No. 36/ 2016 and revised to no. 6/20202). Under this regulation, the ministry provided grant for 199,024 apprentices who participated in the National Apprenticeship programmes in 2019.

In 2021, the Ministry of Manpower set a target of covering 55,000 persons in total for the apprenticeship programme. To promote the programme and engage more private sector to participate in the programme, the Indonesian Government had continued to issue the regulations number 45 in 2019 pertaining the tax deduction for companies who established training and research related to the apprenticeship programme. Thus, more companies had been involved in the apprenticeship programme.

Indonesian Chamber of Commerce and Industry (KADIN) and Ministry of Manpower (KEMENAKER) had done monitoring and evaluation survey in December 2020 and 77 companies involved on the evaluation to seek the implementation of quality apprenticeship in the companies. Based on the report, the main issue of the implementation was on the competency assessment both internal (64% companies did not have internal assessment) and external assessment (74% companies did not have external assessment). The report also noted that 57% of the companies had no any permission for the implementation from the local Manpower Office.

Against the backdrop, ILO and the KEMENAKER with other stakeholders had organised a series of webinars for industries on quality apprenticeship program in June-August 2021. Following to the series, ILO and MoM will hold a series of virtual workshops for industries and select a consultant to organise and hold the workshop.

Approach & Participants

The event will target specific and limited audience maximum of 100 participants from sector associations, HR representatives and trade unions. The participants are required to register online prior to the virtual workshops. The ILO and the KEMENAKER along with selected resources persons will discuss the detailed programme for the workshops. The duration of the workshop will be no longer than 2 hours per session with maximum 2 sessions. The virtual workshop will apply participatory and interactive approach for the delivery of the session.
