Objectives, Dates and Venue

The provincial workshops in each provinces will focus on:

1. In Bali the workshop will be organized on 8-9 July, the objectives is to facilitate the dialogue among the key stakeholders, especially the relevant authorities for the joint inspection (Manpower Office, Port and Fishing Authority, employers’ associations and workers’ organizations). The dialogue will focus on the socialization and education to the relevant partner on the labour laws compliance and the inspection authority. Prior to this workshop, the Benoa port authority is committed to initiate a situational analysis of the stakeholders and their respective roles and responsibilities for discussion during the dialogue in July.
2. In North Sulawesi, the workshop will be organized on 11- 13 July, the objectives is to improving the ability of the tripartite stakeholders to apply a strategic compliance planning methodology to the fishing sector in Indonesia, reviewing the inspection legal framework and workflow in fishing combined with a training component for inspectors on techniques for improved on-vessel inspections of working and living conditions.

Background

In Indonesia, an ongoing Government priority is to improve decent working conditions in the fishing sector, including through better enforcement by the labour inspectorate and strengthened coordination with other relevant regulators. In recent times, the Government has pursued several of initiatives to improve the effectiveness of the inspectorate in this sector. This includes works toward ratifying the ILO's Work in Fishing Convention (C. 188) together with consultations and a law and practice analysis in relation to that instrument. As the labour inspectorate continues its efforts to improve its regulation of decent work in the fishing sector, it asked the ILO for assistance in training on fishing vessel inspection.

In August 2018, The ILO with the support Mr. Rene Robert (Senior Labour Inspection Specialist – ILO DWT Bangkok), Ms. Valkyrie Hanson (Technical Officer of LAB/ADMIN OSH ILO Geneva) and Mr. Jason Judd (CTA of Sea to Shore Project, Thailand), in close collaboration with the Ministry of Manpower (MOM), Labour Inspection Directorate and the Ministry of Maritime and Fisheries Affairs (MOMFA) organized five-day workshop included three distinct components. The workshop focused on improving the participants' ability to apply a strategic compliance planning methodology to the fishing sector in Indonesia, reviewing the inspection legal framework and workflow in fishing combined with a training component for inspectors on techniques for improved on-vessel inspections of working and living conditions, and a field trip to a Nizam Zachman port in Jakarta where participants inspected actual vessels to apply some of the knowledge gained during the workshop and to better understand the challenges and effective approaches when conducting on-board vessel inspections. At the end of the workshop, the participants drafted the inspection plan at the provincial level that will be evaluated and monitored in the next 6 months.

The monitoring workshop was organized in South Sulawesi in March 2019. The aim was to monitor the progress on the implementation of the inspection plan prepared by the participants in the last workshop in August 2018. In this activity, another field visit to Bitung fishing port also organized. The participants were asked to draft provincial action plan related to the law enforcement (the plan for joint inspection visit and remedial action if any violation) and non-legal enforcement action plan including the education, communication, systemic, political and institutions. The developed plans included improving coordination for joint visit and inspection, establishing a task force in the fishing sector, awareness raising to the others stakeholders including workers and employers, a baseline survey on fishing conditions, and so forth. After discussion with the Ministry of Manpower (MOM) and consider the most committed and potential provinces, the Lab Admin/OSH agreed to support provincial workshops in Bali and North Sulawesi.
