Government registration form for membership in Committees

Each Government should fill out ONLY ONE FORM, which covers all the committees for which it seeks membership.

 

 
Please select from the list below the committee(s) in which your government would like to be represented/in which your Government would like to participate.

For each committee, please check the appropriate box depending on whether your government registers as a regular member or as a deputy member, and indicate the names of the delegates duly accredited in your national delegation who may represent your government in each committee (see document GB.344/INS/3/2(Add.1) on Operational arrangements for the 110th Session of the International Labour Conference). The email address provided in the credentials will be used to invite those delegates to the meetings of the committee in question.

The difference between regular and deputy members is that the latter cannot take part in a vote, unless a government regular member has requested the deputy to replace it and notified the Secretariat of the committee of this in writing (article 36(2) of the Standing Orders). Deputy members have all other rights (e.g. they may wish to take the floor, move resolutions, amendments, etc.).

As committees meet simultaneously, governments may have difficulty in being represented permanently on all the committees of which they are members. Governments are therefore requested to apply for regular membership only of those committees for which they will undertake to be represented throughout the committee’s work.

The following committees do not appear on this form: the Finance Committee of Government Representatives (since the Government of each Member of the ILO is automatically represented on this Committee, in accordance with article 11 of the Standing Orders of the Conference); the Credentials Committee (article 8 of the Standing Orders), which has limited membership and whose composition is decided by the Conference at its opening sitting; and the Drafting Committee (article 9 of the Standing Orders), whose limited composition is determined by the committee that refers a text to it for review.

General Affairs Committee

Membership of the General Affairs Committee (article 7 of the Standing Orders of the Conference) is limited to the Governments that are regular or deputy members of the Governing Body and whose respective accredited delegates are automatically registered. Those Governments should therefore not register below. All other interested governments that wish to participate in this committee with the same rights as the members of the committee except the right to vote (article 36(4) of the Standing Orders), should register their representatives below.

Please note that for the INITIAL REGISTRATION IN A COMMITTEE to become effective, credentials in respect of the delegates appointed to the committee, including a valid e-mail address, must have been received by Friday, 6 May.

SUBSEQUENT CHANGES IN COMMITTEE MEMBERSHIP can be communicated by submitting a new online registration form or by e-mail to reloff-conf@ilo.org. Such changes will become effective the day after the request is made, provided it is received before 17:00 (Geneva time).
