The Ministry of Labour, Invalids and Social Affairs (MoLISA) is the specialized Government agency of the Socialist Republic of Viet Nam responsible for public administration in the areas of: employment, vocational training, labour, salaries, social insurance, occupational safety, social protection, child protection and care, and gender equality. MoLISA is a focal point for the ILO in Viet Nam and chairs the National Committee on Labour Relations. It continues to be the implementing agency for the majority of the on-going technical cooperation projects that the ILO is involved with.

The Vietnam General Confederation of Labor (VGCL), Vietnam's trade union organization representing workers is made up by the 18 National Industrial Unions and Federations of Labour in all 63 cities and provinces under the central government. VGCL membership to date is over 6 million. The trade union, in co-operation with government agencies, economic and social organizations, takes care of the rights and interests workers. It also participates in state administration and social management.

The Vietnam Chamber of Commerce and Industry (VCCI) is one of two employer’s organizations that the ILO works with in Viet Nam. It is a national organization that represents employers and business associations in all economic sectors in Viet Nam, both nationally and internationally. Its core aim is to promote business development and cooperation, and it also offers trade and investment advice and services. The main VCCI focus for the ILO is the VCCI’s Bureau for Employers Activities, but for specific issues the ILO collaborates with other departments, such as the Small and Medium Enterprise Promotion Centre.

The Vietnam Cooperative Alliance (VCA) is the national organization representing all cooperatives in Viet Nam. The VCA works by strengthening the cooperative movement nationwide, and offering direct support services to cooperatives. Through its activities, the VCA is committed to improving cooperation, solidarity and socio-economic development within Viet Nam, whilst also strengthening international cooperative relations.
