Summary

Within the framework of the Joint Program UNICEF/WFP/ILO, the EIIP Building project MAG/15/ M03/CEF, funded by the Kingdom of Norway, is implemented in the period from October 2015 to September 30, 2022. The intervention areas are spread over three Regions of Madagascar, namely Androy, Anosy and Atsimo Andrefana.

Through the construction of a significant number of classrooms and related facilities in public schools, the project contributes to the support of the Ministry of National Education (MEN) in improving the conditions of the first cycle of basic education (primary and pre-school); in addition, it paves the way for decent employment and income.

In terms of results, in relation to its objectives, the project allows, firstly, to strengthen the capacity of the partners, while relying on the structured EIIP approach; secondly, to improve the conditions of basic education of the first cycle (primary and pre-school) through the construction of equipped school infrastructures; and finally, to provide decent jobs through the application of the structured EIIP approach.

Project Context:

Since its implementation in the 1980s by the International Labor Organization (ILO) in Madagascar, the Employment Intensive Investment Programme (EIIP) approach has been adopted in the realization of several projects in the field of infrastructure (rural roads, hydro-agricultural developments, urban developments, ...) and basic social services (school buildings, market places, ...).
Since 2001, and until now, the ILO has been implementing the EIIP Building project, opting for the structured EIIP approach, and characterized by the construction of classrooms equipped with related works (canteens, water points, latrines, furniture) and training (SMEs, design offices, specialized workers, laborers, parents’ associations, maintenance committees, ...) in several regions of Madagascar.

The current HIMO Building project is the continuation of the joint program carried out in 2012, between UNICEF / WFP / ILO, three agencies of the United Nations System, for a period of 3 years (2012 - 2014), and financed by the Kingdom of Norway, in support of the program «Education for All» of the MEN. Thus, within the framework of this joint program, the EIIP Building project MAG/15/M03/ CEF, still financed by the Kingdom of Norway, is implemented in the period from October 2015 to the end of September 2022. The intervention areas are spread across three Regions of Madagascar, namely Androy, Anosy and Atsimo Andrefana.

The overall objective is to improve the conditions of first cycle basic education (primary and pre- school) through the construction of a significant number of public schools in the project intervention areas; and to increase the opportunities for the population to obtain decent employment and income. The immediate objectives of the project are as follows:
  • Immediate Objective 1: Strengthen the capacity of partners in the design, planning, monitoring and control of infrastructure rehabilitation and maintenance works based approach.
  • Immediate Objective 2: To improve the conditions of basic education at the first cycle building a significant number of public schools in the project intervention areas.
  • Immediate Objective 3: To increase opportunities for the population to obtain decent and income through the application of the EIIP approach and the use of local materials construction/rehabilitation of infrastructure.
  • Immédiate Objective 4 : To ensure the effective dissemination of relevant information and the activities to ensure the promotion of the EIIP approach.

Activities and results:

During the project period, the following results were achieved:

  • 397 classrooms constructed, including 393 in primary and 4 in pre-school, in 129 schools
  • 10,468 tables and benches provided
  • 105 refectories built for school canteens
  • 41 school principals’ offices constructed
  • 41 libraries constructed
  • 37 principals’ housing units constructed
  • 32 photovoltaic and electrical installations
  • 43 girls’ latrines, 43 boys’ latrines, and 111 mixed latrines constructed
  • 147 young skilled workers trained, including 22 young women (15%)
  • 27 people trained in contracting, of which 5 women (19%)
  • 112 people trained in Occupational Health and Safety (OHS) on construction sites, including 22 women (20%)
  • 262 members of staff of SMEs, EC, and supervisory agents trained, including 50 women (19%)
  • 18 micro-enterprise managers trained (former labourers), of which 5 women (28%)
  • 129 parents’ associations (FEFFI - FRAM), with maintenance committees, trained
  • 2,646 beneficiaries trained in infrastructure management and maintenance techniques (members FEFFI - FRAM executive offices and maintenance committees)
  • 46,350,000 MGA of funds collected for the maintenance of the infrastructures constructed
  • 4,192 jobs created
In terms of participatory work and environmental protection :
  • 52,356 meters of hedge fencing on school grounds
  • 1,118 fruit trees planted
