    Mid-term report on the implementation of the ILO Action Plan for Gender Equality 2022–25

    This document summarizes the actions taken on the basis of the decision adopted by the Governing Body at its 344th Session (March 2022) on the ILO Action Plan for Gender Equality 2022–25. It describes how the Action Plan was finalized and implemented, taking account of the recommendations of the high-level independent evaluation of the ILO’s gender equality and mainstreaming efforts in 2016–21, as adopted by the Governing Body. It also summarizes the monitoring results at the mid-point of the implementation of the Action Plan. It responds to the Governing Body’s request to the Director-General to integrate guidance from the Action Plan in pursuing the ILO’s mandate to achieve gender equality at work through a transformative agenda, taking into account the resolution and conclusions of the General Discussion Working Party on inequalities and the world of work, especially in implementing the ILO Strategic Plan for 2022–25 and the two corresponding programmes and budgets. The Governing Body is invited to request the Office to continue the implementation of the Action Plan and to report on the results to the 356th Session (March 2026) (see the draft decision in paragraph 28).

It provides an overview of the composition and structure of the ILO staff with specific information regarding gender, geographical diversity and age, along with figures related to recruitment and mobility.

    This document provides an overview of the promotion of the Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration), and how constituents are using its principles and operational tools to advance decent work and social justice, including in the context of relevant developments outside the ILO. The Governing Body last provided comprehensive guidance in November 2022 and has taken additional decisions in relation to the MNE Declaration on other agenda items at its 346th, 347th and 349th Sessions. The Office requests further guidance in relation to ongoing and new promotional opportunities and a decision regarding the regional follow-up mechanism (see the draft decision in paragraph 41).

    This document provides an overview of the work of the tripartite working group on the full, equal and democratic participation in the ILO’s tripartite governance (TWGD) and the adoption of its final report by the Governing Body at its 347th Session (March 2023). It also provides an update on the status of ratification of the Instrument for the Amendment of the Constitution of the International Labour Organisation, 1986 (“the 1986 Amendment”) and recent action taken to promote its ratification by the required number of Members of chief industrial importance and hence its entry into force. The Governing Body is expected to provide guidance on next steps and to discuss any other aspects of the process of democratization of the ILO’s governance organs beyond the scope of the 1986 Amendment (see the draft decision in paragraph 19).
