    Enhanced programme of development cooperation for the occupied Arab territories

    This document reports on progress made within the context of the programme of development cooperation in the occupied Arab territories. In light of the impact of the enduring occupation and the troubling rise in violence and tension on the Palestinian labour market, the Governing Body is invited to: (i) take note of the persistent high levels of unemployment, reduced prospects for decent jobs and prominent risk to livelihoods for Palestinian workers, particularly disadvantaging women and young people (ii) support the actions of the Office in boosting employment outcomes and promoting social protection through its Decent Work Programme; and (iii) take note of the need for interventions that demonstrate transformative progress and support longer-term employment solutions (see the draft decision in paragraph 30).

    High-level evaluations of strategies and Decent Work Country Programmes

    This document presents a summary of the findings and recommendations of three independent high-level evaluations conducted during 2023. Part I pertains to the ILO’s strategies and actions to promote fundamental principles and rights at work for 2018–23. Part II concerns the ILO’s strategies and actions to promote decent work in the rural economy (with a focus on rural employment) for 2016–23. Part III consists of the ILO’s post-conflict and recovery work in the Arab States region, with emphasis on Iraq and Yemen, for 2019–23. The Governing Body is invited to endorse the recommendations and request the Director-General to ensure that they are implemented (see the draft decision in paragraph 88)

    Matters relating to the Joint Inspection Unit

    This document summarizes the annual report of the Joint Inspection Unit (JIU) for 2022 and its programme of work for 2023, and three reports published in 2022 on the following United Nations system-wide issues: management of implementing partners; ethics function; and business continuity management. The Governing Body is invited to provide guidance on the information contained in this document and on any of the recommendations addressed to the ILO in those three JIU reports, as well as on the status of the follow-up to the recommendations presented to the Governing Body in the past three years (see the draft decision in paragraph 22)

    This document provides updated information on the review of the jurisdictional set-up of the United Nations (UN) common system that is being undertaken by the UN Secretary-General at the request of the UN General Assembly. In particular, it contains information on the third report on the review issued by the Secretary-General, which finalizes proposals to address the issue of inconsistent implementation of the recommendations and decisions of the International Civil Service Commission and assesses the viability of other options. The Governing Body is invited to take note of the third report of the Secretary-General and his overall assessment and to defer any action at this stage (see the draft decision in paragraph 26)
