It aims to better equip labour inspection systems and employers’ and workers’ organizations to achieve workplace compliance with national labour laws and regulations, collective agreements and ratified international labour standards. This Outcome is achieved through improvements in the legal and policy frameworks as well as institutional capacity-building and partnerships at the national level. GOVERNANCE also contributes to the achievement of other ILO Outcomes, in particular on protecting workers from unacceptable forms of work and on formalization of the informal economy.

GOVERNANCE is also host to three flagship programmes of the ILO, which are among the largest development assistance technical cooperation programmes of the organization. These are the International Programme on the Elimination of Child and Forced Labour (IPEC+), Occupational Safety and Health Global Action for Prevention (OSH-GAP) and Better Work.
