Meteorology, Geological Hazards and Climate Change Act 2016 (Act No. 25 of 2016). - Adoption: 2017-01-26 | VUT-2017-L-105148 An Act to provide for the provisions of meteorology, geological hazards and climate change and for related purposes.
The objectives of this Act are to:
(a) ensure that high quality services are provided in relation to weather, climate, flood forecasting and geological hazards in Vanuatu; and
(b) promote capacities of governments, communities and organisations to understand and respond to risks arising from weather events, climate change and geological hazards; and
(c) specifically address the needs of operators of ships and aircrafts and of tourists, to access all necessary weather forecasts, bulletins, alerts, warnings and information concerning geological hazards which may impact upon the safety of their operations or activities; and
(d) facilitate the use and application within Vanuatu of relevant information, forecasts, bulletins and warnings generated and disseminated to and by local, regional and international bodies; and
(e) ensure that the government and the public are informed of matters related to weather, climate and geological hazards, and are able to make effective use of such information and data, and to respond to warnings and alerts about such events, in order to protect the environment and the safety and welfare of the community.
Repeals the Meteorology Act [CAP 204].

Section 5 deals with international offences and provides for trafficking of persons. Section 102 prohibits slavery and trafficking in persons, the maximum penalty for this offence is 20 years in prison. Sections 90-101D deal with offences against morality, in particular offences committed against children. Section 150 deals with discrimination and makes it an offence to "discriminate against another person with respect to his right to the supply of goods or services, or to gain or continue in any employment, or to be admitted to any public place, by reason of the sex, ethnic or racial origin, or the religion of such other person." The penalty is up to 2 years in prison for breach of this offence.

Constitution of the Republic of Vanuatu, 1980. - Adoption: 1980 | VUT-1980-C-44017 As amended to the Third Amendment Act, 1983. The national language is Bislama; the official languages and languages of education shall be French and English. Chapter 2 contains fundamental rights and duties, including the right to life, liberty, and protection of the law; freedom of expression, assembly, religion and movement, as well as freedom from inhuman treatment and forced labour. Duties include the duty to work in "socially useful employment and, if necessary, to create ...legitimate opportunities for such employment." Chapter 3 governs citizenship; Chapter 4 Parliament; Chapter 5 the National Council of Chiefs; Chapter 6 the Head of State (the President); and Chapter 7 the Executive (Prime Minister). The judiciary is set forth in Chapter 8, including the Supreme Court. Chapter 9 relates to the public service, including the post of an Ombudsman. Chapter 10 governs emergency powers, allowing the promulgation of measures "justifiable in a democratic society," as long as they do not derogate from the right to life and freedom from inhuman treatment and forced labour (art. 69). Chapter 12 stipulates that land belongs to indigenous custom owners. Existing law shall remain in effect (s. 93).
