The National HIV Strategic Plan (2021-2026) was initiated in June 2020 through consultations led by the National Centre for AIDS and STD Control. The governing and coordination structures for the strategy development process were established in July 2020. Builds on the 2016-2021 Plan.

Establishes that in case local authorities receive information that a person or group is about to commit an act listed under Section 3 of these Rules, this shall be regarded as a reasonable ground to believe that the sovereignty, integrity and public tranquillity of Nepal may be harmed immediately. Also provides for issuing of detention orders, submission of petitions by persons feeling aggrieved by such orders, and for power to revise and invalidate orders.

Comprehensive legislation on local self-governance. Divided into 5 parts. Part 2 contains provisions relating to village development, Part 3 provisions relating to Municipality, Part 4 provisions relating to District Development Committee, and Part 5 provisions relating to Local Body. Section 189 regulates functions, duties and powers of District Development Committee. These include determination of wages for labour and rate of workmanship at district level, as well as operating programmes on abolition of child labour and rescue of children.

Establishes a Consumer Protection Council charged with the promotion of consumer rights. Prohibits price-fixing, hoarding, and other unfair trading practices. Also creates a Compensation Committee which shall award damages in connection with complaints filed under the Act.

No person who is in detention shall be tortured; torture is defined as "cruel, inhuman, or insulting treatment" of a person. Persons who were tortured may file for compensation at a district court.

Consists of 6 Chapters, 59 sections and a Schedule. Governs employment and security of service, while setting out maximum hours of work for minors and women. Conditions of employment and working conditions are dealt with in Chapter 3, and health, sanitation and safety matters are provided for in Chapter 4. Chapters 5 and 6 concern administrative aspects relating to bodies such as the Central Labour Advisory Board, the Labour Relations Committee and the Labour Court. The Schedule lists degrees of physical disability according to extent of injury. Repeals the Nepal Factories and Factory-Workers Rules of 1963.

Provides that foreigners who seek to invest in Nepalese industries or transfer technology obtain permission to do so from the Department of Industries, sets an income tax rate applicable to them, and establishes the amount of foreign currency that they may repatriate. Any disputes between foreign investors and industries concerned are to be settled through mutual discussion in the presence of the Department.

Establishes a constitutional monarchy based on multi-party democracy, ending thirty years of absolute monarchy. Among its provisions are guarantees of fundamental rights including the right to associate in unions (Sec. 12), the right of equal pay for the same work and to be free of discrimination based on sex, race, religion, ideology, tribe or caste (Sec. 11), the right to be free of exploitation in the form of slavery and forced labour and it forbids the employment of children in any factory, mine or other hazardous work (Sec. 20). The Royal Proclamation promulgating the Constitution, published in the Nepal Gazette, Part I, Vol. 40, Extraordinary No. 37 of 9 November 1990, abrogates the Constitution of 1962.
