Amends articles 2-4, 8, 10-18, 21-23 and 25 in the National Insurance Act concerning, inter alia, benefits after sustaining an occupational injury; duty to disclose information; pension for disabled workers including child support; overlapping of benefits; employment promoting activities; conditions for qualifying for sickness benefits; early retirement pension; conditions and duration of benefits during return to the labour market efforts.

Amends article 14a in the the Labour and Welfare Administration Act concerning an unemployed persons right to assistance from the relevant government agency in the elaboration of an activity plan to promote a return to the labour market.

Amends article 12 in the Introduction Act concerning overlapping of benefits.

Repeals article 11 in the Labour Market Act.

Amends article 1 in the Working Environment Act concerning apprenticeships and article 4 concerning retention and rights of workers who suffer occupational injury.

Provides for establishment, functions and powers of Storting's Ombudsman for public administration. Main task of Ombudsman is to ensure that no injustice is committed against individual citizen by public administration. Ombudman's sphere of competence comprises, with few exceptions, entire public administration, at national, county and municipal levels. Complaints may be lodged against any administrative body or by official within public service. Private disputes are outside Ombudsman's competence.

Comprised of 112 Articles concerning matters including the form of government and religion, executive power of the King or Queen and matters relating to the Royal family, and voting rights and the legislative and judicial powers. Provides for freedom of expression and of the press, and requires that the State be responsible for creating conditions enabling every person capable of work to earn a living by his work. States that specific provisions concerning the right of employees to co-determination at their work place shall be laid down by law. Grants the right to an environment that is conducive to health and to natural surroundings whose productivity and diversity are perserved. Gives the State an obligation to respect and ensure human rights.
