The Act aims to:
(a) make provision for free and compulsory education at primary level;
(b) align the education laws with decentralisation of services;
(c) make provision for education for all in accordance with
the provisions of section 28 of the Constitution; and
(d) clarify roles and responsibilities of persons tasked with
the administration of education.

Children must be enrolled in school by the time they are six years old and attendance is compulsory up until the child "reaches such age as may be prescribed by the Minister." (Article 6).
