Changes the name of the Korea Tripartite Commission to the Economic and Social Development Commission (ESDC). Promotes efficiency in the operation of the ESDC. Abolishes permanent committees (subcommittees and special committees).

Provides for establishment and procedures of Tripartite Commission. Commission is placed under the President, and shall consult on the following matters: labour policies, structural reform of the public sector, development of labour-management relations as well as other matters regarding questions posed by the President. Commission shall be composed of 20 or less members representing workers, employers, and government and public interests.
