The law regulates activities of political parties. Applicants should presents their views on cultural, economic, social and political issues in the country. Political parties or groups should be based on the principles of Velayet-e Faqih.
Chapter 2, Article 5 provides the list of individuals who are prohibited from membership in political parties (also persons suspected of being spies by security and intelligence forces).

Article 7, inter alia, authorizes the Government to spend maximum 50% of net proceeds resulting from the implementation of the Law for running a comprehensive social security system providing health care, housing costs and employment services.

Defines the criteria for calculation of the VAT tax and charges for goods and services supply.

Article 16 of the Law defines the value added tax rate as 1.5 percent and specifies a special tax rate for some essential commodities and luxury commodities.

Article 12 and 13 grant a tax exemption for some basic commodities such as food and medicine, agricultural products, animal and fish products, books, immovable properties, public transportation services and hand woven carpets.

Applies to persons, companies, and private firms of foreign nationality investing in Iran either in cash or in the form of factories, machinery and parts, equipment, patent rights, expert services, for development, rehabilitation, and productive activities in industry, mining, agriculture and transport. Establishes that capital imported into Iran in accordance with this law, as well as profits accrued therefrom, shall enjoy the legal protection of the government and that all rights, exemptions, and facilities accorded to domestic capital and private productive enterprises shall also apply to foreign capital and firms. Provides for compensation where the enactment of special legislation deprives the foreign investor from ownership. Also provides for implementing regulations.

Defines qualitative and quantitative macroeconomic policies and policy objectives of the Development Plan. Allocates 4,800 billion rials to be paid directly in a monthly basis to low-income families including those of married soldiers, who are incapable of providing for their families, as well as families, women and children without guardians, families who are headed by those incapable of working and also families of needy prisoners.

Establishes the Kish Island free zone, the Qeshm Island free zone and the Chah Bahar free zone. The zones shall be administered by a board of directors, chosen by the Cabinet (s. 6). Rules regarding employment, insurance and social security, and the issuance of visas shall be governed by working procedures approved by the Cabinet (s. 12).
