This Law governs the legal grounds for ensuring universal accessibility to, and the development and quality assurance of, early and preschool education in Georgia, and the organisational structure of early and preschool education institutions, and defines the rules for their foundation, operation and accountability, as well as the binding nature of their authorisation. This Law also defines the powers, obligations, functions and responsibilities of state bodies, municipalities and other legal and/or natural persons related to early and preschool education, as well as the principles for the financing thereof.

This Law aims to establish a legal basis for the formation and functioning of a stable, unified public service in Georgia based on career promotion, merit, integrity, political neutrality, impartiality and accountability. The Law determines the status of a public servant, the conditions for the recruitment of qualified public officers and performance of service by them and matters of public service administration. It also regulates official legal relations between public servants in state bodies, in bodies of the autonomous republics of Abkhazia and Adjara and municipalities and in legal entities under public law, unless otherwise provided for by this Law. This law stipulates that the Law of Georgia on Public Service of 31 October 1997 and the subordinate acts adopted/issued on its basis shall be repealed from 1 January 2017.

This Law determines basic guiding principles for the activities of the State Security Service of Georgia, its functions and competence, procedures for the performance of services by public servants of the Service, including persons with special military or state rank and their legal and social protection guarantees, the forms of control and overseeing activities of the State Security Service of Georgia and other matters. The State Security Service of Georgia is a system of special-purpose institutions of executive authority subordinate to the Government of Georgia, which ensures state security under its authority. This law stipulates that the Law of Georgia on Public Security Service of 18 February 1998 shall be repealed as of 1 August 2015.

This law defines the organisation and procedural rules and powers of the Special Penitentiary Service of the Ministry of Corrections and Legal Assistance of Georgia within the scope of its powers of enforcement of detention and imprisonment, its rules of recruitment, the status of its employees and the system of their continuing professional education, and legal guarantees and guarantees for security and social protection.

Law No. 2509 of 28 December 2009 to amend the Law on Public Service. (საჯარო სამსახურის შესახებ საქართველოს კანონში ცვლილებისა და დამატების შეტანის თაობაზე) - Adoption: 2009-12-28 | Date of entry into force: 2010-04-01 | GEO-2009-L-85498 Amends para 2 of article 88 and supplements sub-para "f1" to article 89 of the previous law which reads as follows:
Para 2 of article 88:
"2. When employment relations have been suspended, the public servant receives the salary, bonuses or other kind of compensation according to the rules prescribed by legislation, except in the cases of military service, described in sub-section "f" of Article 89, or in the cases when a victim of domestic violence has been placed in a shelter or crisis center, as described in sub-paragraph f1 of Article 89."
sub-paragraph "f1" to Article 89:
"f1) When a victim of domestic violence has been placed in a shelter or crisis center and cannot perform his/her job for a period not exceeding 30 calendar days per year. Herewith, the responsibility of informing the employer of the victim rests with the service provider organization."
