Third Act to amend the trade and industry ordinance (Gewerbeordnung) and other provisions concerning trade and industry laws.

Amends numerous trade and industry provisions embodied in the Trade and Industry Ordinance and other laws, e.g., the Civil Code, the Commercial Code, and the Restaurant Act. Under its paragraph 19, amends the "General Labour Law Principles" stipulated in Chapter VII of the Trade and Industry Ordinance, which provide for regulations concerning principles of the employment contract, payment, employment reference, and the non-competition clause.

Requires, with some exceptions for small businesses, employers who lend their employees to other employers to register this fact with the Labour Office and to receive permission from the concerned employee. Forbids the lending of foreign workers who do not have work permission.

Employers who contract out employees to other employers without maintaining an official employment service pusuant to s. 13 of the Act regarding employment promotion require a special permit. Contracted out employees retain their employment relationship with the original employer. There shall be no new labour contract between the employee and the temporary employer. The Act provides protection for contracted out employees against short term employment in times of a surge in the demand for labour and against dismissal in during a fall in the demand for labour.
