The Act incorporates the EU regulation into the German system:
- Implementation of the EU guidelines to facilitate the recognition of professional qualifications of health professionals,
- Introduction of a European professional qualification as an alternative to the traditional recognition procedure and the recognition decision,
-rules for informing the authorities of other EU countries on occupational bans or restrictions (pre-warning mechanism)
- Minimum requirements for the training of pharmacists, doctors, dentists, midwives and health care workers, implementation of procedural rules for all physician-regulated health care professionals,
-changes in the general recognition system for other professionals.

The first chapter of the law is on vocational training and includes provisions on the recognition of vocational training, the relationship between the trainer and the trainee, the qualifications of the training personnel, and exams. The second chapter regulates further training and skill enhancement. The third chapter regulates the organization of vocational training. The fourth chapter contains provisions on research on vocational training, planning and statistics. The fifth chapter is on the National Institute for Vocational Training. The sixth chapter provides for fines, and the seventh chapter contains transitional provisions.

Concerns regulations regarding vocational training for skilled trade jobs. The probationary period of an apprenticeship must not be longer than three months. During that time both employer and apprentice are allowed to cancel their contract without specific reason or without providing a period of notice. At the end of the probationary period the apprenticeship can only be terminated for a very important reason by the employer or the apprentice by giving advance notice of four weeks. The apprentice also must not divulge confidential business information to competitors.

Inter alia, this Act amends the Employment Promotion Act (LS 1969-Ger. F.R. 1), as last amended by the Act of 6 Jan. 1987 (BGBl. I S. 89), in several respects. Para. 5 of s. 2 of the 1969 Act is amended to read, "occupationally integrating and promoting employment opportunities for women who are difficult to place under normal labour market conditions because of saturation of sex-specific training slots or the sex-specific labour market;". The dates in s. 67 (2)(3) are extended, and the number of days for receiving unemployment benefits under s. 106 are increased to 156, with a possibility of extension. Workers over the age of 42 experiencing long-term unemployment have the right to extended benefits by virtue of new s. 242g. The Act also amends s. 128(1)(2)(4) and repeals s. 106a.

Replaces the last sentence of s. 54(2) and s.54(5) of the Vocational Training Act of 14 Aug. 1969 (LS 1969-Ger.F.R.2)and repeals ss.30, 50 to 53 and 60 to 72. The Federal Vocational Training Research Institution established by the 1969 Act is replaced by the new Institution mentioned above.
