Second Region

Provides for the establishment of a voluntary law enforcement brigade to be known as the Kikosi Maalum Cha Kujitolea (KMCK), to assist in law enforcement activities against "racketeers", "loiterers", or persons engaged in activities "incompatible with the political, economic or social goals and aspiration of the nation".
