Introduces a new letter n to article 3 (1), a new 14a, a new ss. 2 to article 4 (1), a new article 12 (14), a new article 12 (15), a new 4a to article 18 on regulations concerning Schengen residence cards and standardized border traffic permits.

Amends article 3 (3) ss. 1 concerning aggregated stay in the Schengen territory.

Introduces a new Annex 19: Agreement between the Kingdom of Norway and the Russian Federation Government on the simplification of mutual travel for border citizens of the Kingdom of Norway and the Russian Federation.
