Introduces a major reform of financing of health costs by dismanteling mutual health insurance funds and replacing them by the National Health Fund. Contains the following chapters: 1) General provisions, 2) Personal scope of application, 3) Health insurance contributions, 4) National Health Fund, 5) Health Fund Benefits, 6) Health care service contracts, 7) Planning and meeting health care needs, 8) Principles of health service provision, 9) Financial management of the Fund, 10) Data processing and protection, 11) Auditing powers of the Social Security Institution and the Rural Social Insurance Fund with regard to the performance of health insurance duties, 12) Proceedings in individual health insurance cases, 13) Control of the performance of health insurance duties, 14) Criminal provisions, 16) Transitory and final provisions. Repeals Act No. 153 of 6 February 1997 on national health insurance.
