These regulations detail the procedure to obtain an approval (SPP) and a license for the recruitment of workers domestically and overseas (SIUP-PJTKI) and to operate recruitment services domestically and overseas. Indonesians intending to work abroad must, inter alia, be at least 28 years old. Coverage for the costs of recruitment may be collected both from the prospective worker and employer, but must be based on itemized estimations approved by the Ministry of Manpower. Fees payable by the prospective worker may be collected through monthly installments taken from his future wages. The recruitment process includes a training period with language training, a pre-departure orientation as well as an aptitude test. Prospective workers are required to participate in a workers' social security system in the country of employment. However, a recruitment company is in any event required to provide insurance coverage for occupational accidents as well as life insurance for prospective workers to be employed with an individual employers. For workers to be employed by an agency, an institution or a company the recruitment company is responsible for paying the national social security system fees for two months as of the undertaking of the journey abroad.
