District Level Training Facility for Migrant Workers Recommended

Core Technical Group for the Standardization of the Pre-departure Orientation Services made recommendation for decentralization of training for migrant workers and spreading the facility to district level.

Members of the Core Technical Group (CTG) for the Standardization of the Pre-departure Orientation Services recommended on training facility the district level, raising awareness on HIV and standardized ‘Take Away’ materials for the migrant workers.

The third technical meeting of the CTG focused on the need to develop ‘Take Away’ materials for the workers who would receive pre-departure orientation and training. Taking up the discussion further from their second meeting which recommended that all workers registered to migrate must receive compulsory pre-departure orientation, the group advised that clear information in the form of ‘Take Away’ materials should be provided by the Government. 

The technical group discussed how pictures, illustrations and simple language could be used to deliver messages about health and migration, features of employment contract, remittance transfers, airport procedures, what to do upon arrival at the country of destination, offenses that could damage overseas employment continuity, what to do in case of a trouble with the employer, and travel related basic information.

The Core Technical Group also agreed that HIV related awareness materials should be included, since this is a potential risk factor that affects all, including the Bangladeshis abroad. Recommendation were made to include materials on ‘reintegration’ of migrant workers upon their return to home country and communication about what the workers can expect upon their return. Suggestion on ‘reintegration’ was adapted to combine with the messages for promoting migration through regular channels. 

The group also suggested to include some success stories of migration through regular channels and reintegration, such as individual stories on ‘Sonar Manush’ award winners to be included in the ‘Take Away’ materials.

The Core Technical Group comprises of the senior representative of the (Bangladesh Association of International Recruiting Agencies) BAIRA, Bangladesh Employers Federation (BEF), Bureau of Manpower , Employment and Training (BMET), Bangladeshi Ovhibashi Mohila Sramik Association (BOMSA), ILO, International Organization for Migration (IOM), Jatiya Shramik Jote on behalf of the National Coordination Committee for the Workers’ Education (NCCWE), Manusher Jonno Foundation, Ministry of Expatriates’ Welfare and Overseas Employment (MEWOE), Ovibashi Karmi Unnayan Program (OKUP), UN Women, Welfare Association for the Rights of Bangladeshi Emigrants (WARBE) and WARBE Development Foundation. 

The Core Technical Group is supporting the development of the manuals, identification of the needs for decentralization and training of trainers. This exercise is led by the RMMRU under the auspices of the BMET and the MEWOE towards the fulfilment of the objectives of the ILO executed project, ‘Promoting Decent Work through Improved Migration Policy and its Application in Bangladesh’. This project is funded by the Swiss Agency for Development and Cooperation (SDC).
