Sustaining Competitive and Responsible Enterprises (SCORE) Phase III - China

Sustaining Competitive and Responsible enterprises (SCORE) is a practical training and in-factory counselling programme that improves productivity and working conditions in small and medium enterprises (SMEs).

Background


The ILO SCORE Programme
is assisting governments, industry associations and trade unions in Africa, Asia and Latin America to develop export and domestic industrial sectors, with a particular focus on competitiveness and decent work in small and medium enterprises (SMEs). Its main intervention is SCORE Training, a practical training and in-factory consulting programme that improves productivity and working conditions in SMEs and helps them to participate in global supply chains.

Phase III is focusing on embedding SCORE Training in programmes and budgets of implementation partners and lead buyers using SCORE Training to develop their SME suppliers. The programme will operate in China, Indonesia, Viet Nam, Myanmar, Ghana, Ethiopia, Colombia, Peru and Bolivia with financial support from the Governments of Switzerland (SECO) and Norway (NORAD).

During Phase II, SCORE China has established long-term relationships with the State Agency for Worker Safety (SAWS) and the Confederation of Chinese Enterprises (CEC) and generated good practice to improve work safety and health, productivity and competitiveness of SMEs in China.

Through collaboration with global buyers, SCORE Training is becoming a capacity building product in the Chinese CSR training and consulting market.

During Phase II, 133 SMEs have participated in SCORE Training and 65% of SMEs take at least one additional module. 1800 managers and workers have jointly participated in classroom training in China.

Project objective

The development objective of Phase III is:
  • “SMEs in national and global supply chains improve productivity and working conditions and provide decent work”. SMEs are expected to improve their internal management practices impacting firm performance and working conditions. This will put them in a better position to benefit from market opportunities and create more and better jobs for workers.
Phase III has two Immediate Objectives (IOs):
  • Immediate Objective 1: Public and private implementation partners embed SCORE Training in their national programs and budgets for SME development in strategic sectors and clusters
  • Immediate Objective 2: Lead buyers support suppliers through SCORE Training

Project beneficiaries

SCORE’s ultimate beneficiaries are workers and managers in SMEs with high job creation potential and significant decent work deficits including gender discrimination. The targeted SMEs have approximately 50-500 employees.
