ILO/GASI Introductory Seminar on Strategic Compliance Planning for Labour inspection

The seminar aims to introduce the ILO Approach to Strategic Compliance Planning for Labour inspectorates to representatives of the General Agency for Specialized Inspection (GASI) and social partners.

Under the EU funded project on SDG-Aligned Budgeting to Transform Employment in Mongolia (MNG/20/01/UND), one of the objectives is to boost labour law compliance through the strengthened capacity of public labour inspection. Among other things, this includes providing support for the formulation of an annual strategic compliance plan on target economic sectors and priority compliance issues.

The emerging strategic compliance model – proactive, targeted, and tailored interventions engaging multiple stakeholders – provides the labour inspectorate with a new methodology to achieve compliance outcomes in light of limited resources, mismatched powers and a need to shoulder greater responsibility for promoting compliance in the ever-evolving world of work.

The ILO’s SCP methodology is more operational in nature and strengthens existing planning approaches. In that sense, this will contribute to to the implementation of GASI’s mid-term labour inspection strategy.

The objectives of this tripartite seminar are to raise awareness about the concept, practical implications and comparative country examples of strategic compliance planning for the labour inspectorate; and to discuss joint activities on SCP under the project.
