NSO presentation on Informal employmen in Mongolia
Informal employment, both in the informal sector and the formal sector, remains a significant proportion of employment in Mongolia. According to the Labour-Force Survey by NSO, as of 2019, the share of informal employment was 48.2 percent including agriculture (31.5 percent, excluding agriculture). Herders, informal workers and self-employed population can contribute voluntarily to social insurance while all employees and workers working under an employment contract or civil work contract (in the private and public sector) are covered by compulsory social insurance. Participation in the voluntary social insurance system remains low, leaving almost one out of every five workers in the former group without adequate protection in case of sickness, maternity, employment injury and old age.
