ILO/MLSP/RILSP Technical Seminar on Informal Employment

Within the framework of the RBSA project on Promoting Formal Employment for Inclusive and Diversified Economic Growth in Mongolia, the ILO is supporting the Ministry of Labour and Social Protection (MLSP) and its Research Institute for Labour and Social Protection (RILSP) to conduct a survey on informal employment in Mongolia. As part of survey preparation, RILSP is organizing a technical seminar to improve capacity of the research team and relevant stakeholders with technical inputs from the ILO.

Technical seminar on informal employment
The seminar aims at i) improving knowledge on definitions and concepts of informality, informal employment and informal economy; ii) providing information on COVID-19 impact on informal employment and approaches to assess such impacts and related experiences; and iii) introducing alternative data collection methods in the context of the COVID-19 pandemic.

International and national experts will lead sessions on the following topics:
  • Informal employment: international conceptual framework; policy implications; and relevance in the pandemic and new normal;
  • Current situation of informal employment in Mongolia;
  • Challenges with studying informal employment: A policy respective;
  • Approaches and international experiences in assessing impacts of the COVID-19 pandemic on informal employment;
  • International experience: What other countries are doing to support informal employment workers during the COVID-19 pandemic;
  • Informal employment in Mongolia: issues and challenges; policy objectives and government priorities; COVID-19 response and its relevance to workers in the informal sector;
  • Exploring alternative methods of data collection for the informal employment survey; and
  • Proposed survey: issues for consideration and expectations.
About 40 participants from the MLSP, the Authority for Labour and Welfare Services, the National Statistical Office of Mongolia, RILSP, the Confederation of Mongolian Trade Unions, the Mongolian Employers’ Federation and other agencies under the MLSP will attend the seminar.
