SCORE Project Scalling up in Zhejiang Province

The ILO, the National Centre for International Cooperation in Work Safety (NCICS), and Zhejiang Administration of Work Safety (Zhejiang AWS), jointly launched a pilot training project in Zhejiang Ningbo on 17 May 2018. The project forms part of the Sustaining Competitive and Responsible Enterprises (ILO SCORE) Programme.

SCORE Launch Event in Zhejiang Ningbo
The ILO, the National Centre for International Cooperation in Work Safety (NCICS), and Zhejiang Administration of Work Safety (Zhejiang AWS), jointly launched a pilot training project in Zhejiang Ningbo on 17 May 2018. The project forms part of the Sustaining Competitive and Responsible Enterprises (ILO SCORE) Programme.

This pilot training project target for the subsidiary companies of communication and transportation sector under the state-owned enterprises, namely Zhejiang Communications Investment Group Co., Ltd (CICO).

CICO selected three subsidiary companies in 2017 for pilot testing SCORE modular training package on Module One “ Workplace Cooperation” and Module Five “Occupational Safety and Health” . The innovative SCORE intervention focusing on developing cooperative working relations resulting in shared benefits from these chemical companies, namely 1) Ningbo Zhetie Daphoon Chemical Co., Ltd, 2) Ningbo Zhetie Jiangning Chemical Industry Co., Ltd, and 3) Ningbo Ocean King Chemical Developing Corporation.

CICO explored an original trainers’ cultivation mechanism, aiming to recruit and cultivate an internal team of talents equipped with SCORE knowledge, international mind-set and innovative management tools to promote SCORE. Company’s OSH officers, trained as SCORE consultants, work closely with the external SCORE expert trainers to carry out SCORE through in-factory training, thus applied a comprehensive solution to implement SCORE training inside the Group with more sustainable way.

SCORE Training demonstrates local best practice while its pilot testing in Zhejiang Ningbo, which supports the engaged companies to upgrade workplace management level and improve safety production. A total of 1,736 suggestions for workplace improvements have been received by three pilot companies in 2017, and 1,621 of which have been put into practice, with the project completion rate of 93.3%. In addition, OSH investments increased by 157.33% year-on-year, it is estimated to increase economic benefits for more than 23 million Yuan in total.

On the SCORE launch event, Ms Claire Courteille-Mulder, Director for ILO Country Office for China and Mongolia; Mr. Li GongHang, Deputy Director of Zhejiang Administration of Work Safety; Mr. Liu Xiaobing, director of the National Centre for International Cooperation in Work Safety (NCICS), voiced out their continuous strong support for SCORE expansion in Zhejiang province and national wide. 

Zhejiang province is a national model in the promotion of the safety development concept in China, and has solid experiences in helping enterprises apply work safety standardization. I hope that SCORE piloting in Zhejiang province will add to this expertise and help to develop guidelines and best practices of safety management for benefiting more enterprises."

Mr. Yang Qiang Min, Deputy General Manager of CICO, stated that CICO will roll out SCORE Trainings on the infrastructure construction, highway maintenance, and freeway service area operation after this launch event, and to step up efforts of moving forward SCORE with the entire business lines of the CICO Group by 2020.

The professional SCORE Team at localities, including safety inspectors, enterprise internal consultants and external SCORE expert trainers, play significant roles in promoting safety management innovation at grass roots with systematic SCORE methodology, I expect SCORE Training will be extended to broader scales of state-owned enterprises in Zhejiang province."

Representatives of pilot enterprises, CICO internal consultants, and work safety inspectors shared their lessons and experiences in delivering SCORE Trainings. Around 140 representatives participated the launch event, including officials from Zhejiang Academy of Safety Science and Technology, officials from local district government bureaus, together with CICO work safety managers etc.

CICO will start kick SCORE Trainings to its subsidiary companies in Zhejiang Quzhou after the launch event, covering with multiple business areas and based on the successful implementation experiences from the first three SCORE pilot companies on chemical industry. The planned scaling up of SCORE Training, enabled by the ILO CICO partnership, will initiate long-term improvements practices in its subsidiary companies, and demonstrate a brand new business collaboration model in the traffic transportation and communication industry by highlighting the linkages between safety management and workplace practices: a win-win for employees, employers and public interests.
