Third Joint Dialogue on labour migration between the ASEAN Confederation of Employers and the ASEAN Trade Union Council

The ASEAN Confederation of Employers (ACE) and the ASEAN Trade Union Council (ATUC) and their country level affiliates are meeting in Tokyo, Japan on 24 February 2023 for a Third Joint Dialogue on labour migration.

The Third Joint Dialogue of ACE and ATUC is a follow-up to two successful joint dialogues on labour migration organized in 2016 and 2019. While the role of social partners at national and regional level in effective governance of labour migration is widely acknowledged within ASEAN, their partnership to jointly contribute to policy dialogue and concrete actions is relatively limited. At the 2016 and 2019 meetings, both ACE and ATUC acknowledged the value of holding such joint dialogues to build trust, address emerging issues, and develop and put forward common positions on labour migration.

The event is hosted by the ACE with support from the ILO’s TRIANGLE in ASEAN programme and organized in collaboration with the ILO’s Bureau of Employers Activities (ACTEMP) and Bureau of Workers Activities (ACTRAV).

Objectives

The Third Joint Dialogue of ACE and ATUC will:
  1. Review outcomes of the first (2016) and second (2019) joint dialogues between the ACE and ATUC and review progress in the identified areas of mutual concern and priorities.
  2. Share country level examples of employers’ and workers’ action on advancing fair recruitment and employment of migrant workers and providing services to them.
  3. Discuss and agree on priority areas for joint ACE and ATUC advocacy and action on labour migration.
