Online Consultation on a “Manual for Trade Unionists on Organizing Women Migrant Workers”

On 24 June 2020 the ASEAN Trade Union Council (ATUC), with support from International Labour Organization’s Bureau for Workers’ Activities (ACTRAV) and ILO Regional Office for Asia and the Pacific through the Safe and Fair Programme (SAF, an ILO-UN Women joint programme funded by the EU-UN Spotlight Initiative), organized a virtual consultation with ATUC affiliates.

The meeting discussed organizing women migrant workers, and particularly looked at the “Manual for Trade Unionists on Organizing Women Migrant Workers” under finalization by International Labour Organization’s Bureau for Workers’ Activities (ACTRAV) and Safe and Fair Programme. The purpose and outline of the draft Manual was presented. Inputs on the content and on how it could be used by ASEAN trade unions were collected in order to ensure that the Manual is of maximum use to unionists and that it benefits women migrant workers who, when organized, can better stand up for their rights and safety.


The discussion included the impact of COVID-19 on women migrant workers; examples of how trade unions are protecting the rights of  women migrant workers; and developments in cross-border cooperation, organizing, and provision of services to women migrant workers, including in contexts of violence and harassment during migration.

Objectives of the online consultation

1)    To introduce the outline of the draft “Manual for trade unionists on organizing women migrant workers”;
2)    To share initial reflections and  gather any factual corrections;
3)    To gather feedback on the manual and any complimentary and relevant information, and
4)    To brainstorm plans for the immediate and long-term use of the manual.
