Consultation Meeting on the Findings of the Scoping/Assessment Exercise Conducted on the ASEAN Economic Community (AEC) Roadmap on the Free Flow of Skilled Labour: Towards a Mutual Recognition of Skills in ASEAN

This meeting will discuss the findings of the ILO scoping study that took stock of the developments on the ASEAN Economic Community goals of the free flow of skilled labour in the ASEAN Member States and will develop a collective Action Plan to pursue the Mutual Recognition of Skills in ASEAN. It will be attended by government representatives from ASEAN Member States and representatives from the regional workers’ and employers’ organization.

During the 12th ASEAN Summit in January 2007, ASEAN Leaders affirmed their strong commitment to accelerate the establishment of an ASEAN Community by 2015 and signed the Cebu Declaration on the Acceleration of the Establishment of an ASEAN Economic Community (AEC). ASEAN Leaders agreed to transform ASEAN into a region with free movement of goods, services, investments, skilled labour, and freer flow of capital. As 2015 is fast approaching, it is important to take stock of developments on the AEC goal of the free flow of skilled labour in the ASEAN Member States and assess the present state and directions to which such goals can be achieved.

A scoping and assessment study was commissioned by the ILO and was carried out to furnish Member States with findings. This important study will be presented during the ‘Consultation Meeting on the Findings of the Scoping/Assessment Exercise Conducted on AEC Roadmap on the Free Flow of Skilled labour: Towards a Mutual Recognition of Skills in ASEAN’. Consequently, an optimal solution, approach and action plan would be consensually derived, hence, paving the way towards the free flow of skilled labour, as planned and scheduled.

This Consultation Meeting will work towards and promote the achievement of the indicators listed below:
  • full support from all ASEAN member States and ASEAN Secretariat and that all share equal interest, benefit, support and commitment to make this collective effort become a reality;
  • the common guideline developed should be able to be effectively implemented in the ASEAN region and used as baseline and purposes of synchronization;
  • formal acknowledgment of the common standards that lead towards the mutual recognition of skill in ASEAN; and
  • massive use of the common standards by all stakeholders to smoothen a number of activities within ASEAN leading towards the free flow of skilled labour.
This Consultation Meeting will be joined primarily by senior officials and focal points that are familiar or responsible for national level training policy systems and standards as it relates to the AEC roadmap on the free flow of skilled labour and the shift towards a mutual recognition of skills in ASEAN.
