Small and medium-sized enterprises (SMEs) provide more than two thirds of jobs worldwide and account for the majority of new employment. There are an estimated 1.3 billion people with disabilities in the world, with most of them being in working age. However, persons with disabilities are unemployed at much higher rates than persons without disabilities. SMEs have the potential to offer employment to persons with disabilities.

Social protection systems in ASEAN: A strategy guide for employers

ASEAN Member States have taken steps to expand social protection, especially after the adoption of the 2013 ASEAN Declaration on Strengthening Social Protection. The pandemic pushed ASEAN governments to reassess and often reaffirm commitments to establish social protection and expand existing schemes with renewed vigour. Employer and business membership organizations (EBMOs) have a vital role in supporting social protection programmes, especially through funding, and thus should be meaningfully involved in system design and implementation.
